On May 7, with the participation of Roman Novikov, head of the Federal Road Agency, and Sergey Melikov, Head of the Republic of Dagestan, a four-lane section of the R–217 Kavkaz highway, km 718 - km 727, was put into operation after reconstruction. This facility is part of a large-scale construction and reconstruction project to bypass Khasavyurt.
"The construction of the Khasavyurt bypass is being carried out as part of the instructions of Russian President Vladimir Putin. Along with the implementation of such significant projects as the construction of the Derbent bypass and the northern bypass of Makhachkala, all this will certainly become an important factor in the further dynamic development of the entire transport infrastructure of the Russian Federation," Roman Novikov emphasized.
As Sergey Melikov noted, the federal highway R-217 Kavkaz passes through nine regions of Russia and is the main transport artery of the South of the country.
"In recent years, the transformation of this road has been noticeable, its rapid transformation into a modern multi-lane highway. However, due to its length, it is more than 1,400 km, and there are still sections operating in overload mode. In this regard, the construction of the Khasavyurt bypass is recognized as a priority task, the implementation of which will help optimize traffic flow and reduce congestion," the head of the republic added.
The new bypass road will pass south of Khasavyurt: from the border with the Chechen Republic and will connect with the current Kavkaz highway near the bridge over the Aktash River, bypassing residential buildings and cultural monuments. The width of the roadway will be 15 m, and each of the four lanes will be 3.75 m. Electric lighting lines and a concrete barrier fence will be installed throughout the four-lane section to separate oncoming traffic.
The project also provides for the construction of three transport interchanges, five overpasses, a bridge crossing over the Yaryk-Su River, monolithic reinforced concrete walls with a total length of over 1.3 km, five cattle runs, as well as sewage treatment and culverts.
Construction and reconstruction of the modern category I highway with a total length of 21 km began in March last year: during this time, road workers reconstructed a nine-kilometer section from the border with the Chechen Republic to the entrance to Khasavyurt (from 718th to 727th km), which was commissioned on May 7.
During the work, the section of the II category highway was adjusted to the IB category parameters. Road workers have set up an earthen bed and modern road clothes for four lanes of traffic. Three layers of asphalt concrete were used for the coating, where the upper one is crushed stone–mastic, resistant to transport and climatic loads. Intersections and junctions were also reconstructed in the main direction of the road.
Much attention was paid by road management specialists to ensuring road safety and reducing accident rates. For this purpose, 20.3 km of outdoor lighting lines were installed throughout the entire length of the Khasavyurt bypass section. There are 11.2 km of reinforced concrete parapet fencing along the axis of the roadway, and 18.2 km of metal fencing along the edges. 16 culverts were installed to allow water to pass under the embankment of the road. A 24.4 m long cattle run was set up near the villages of Tsiyab-Tsoloda and Tukhchar.
It is important to note that the preservation of the historical and cultural heritage of the peoples of Russia is the basis for the dynamic development of the state and society. So, by the end of this year, archaeologists will complete excavations in the vicinity of the city, which fell within the limits of the construction of a bypass highway. A total of 10 archaeological and cultural heritage sites from different eras will be explored.
The Federal Road Agency pays special attention to the development of the road network of the North Caucasus Federal District and especially the R-217 Kavkaz highway, which is part of the North–South international transport corridor and connects the Russian Federation with Azerbaijan, the Persian Gulf countries and South Asia.
On the territory of Dagestan, the Caucasus highway has a total length of 276 km, it leads from the border with the Chechen Republic to the border of Russia and Azerbaijan. The highway provides transport links to major cities of Dagestan and is a popular route for cargo carriers and tourists. More than 35 thousand cars pass through it every day.
At the moment, work is continuing on the Khasavyurt bypass, and the construction of the remaining 12 km is underway – we are talking about the segment from the 727th to the 739th km. So, at the entrance to Khasavyurt and at the intersection with the Khasavyurt–Tloh regional road, excavation work is underway to build transport interchanges designed to optimally separate the traffic flows. At the second transport interchange, specialists are arranging the foundations of retaining walls. On two overpasses as part of interchanges, work is underway on the installation of pile foundations of supports. It is planned to complete the entire complex of work on the bypass before the end of 2028.
Of course, an increase in capacity in such a logistical and tourist destination as the R-217 Kavkaz highway will be an additional incentive for the economic development and investment attractiveness of the Republic of Dagestan and the regions of the North Caucasus Federal District as a whole.
The implementation of the planned plans will solve the tasks of reducing the share of federal highways operating in overload mode, as well as modernizing the North–South international transport corridor. The construction of the Khasavyurt bypass will also contribute to an increase in cargo traffic towards the Caspian Sea.
At the end of the opening ceremony, Sergey Melikov and Roman Novikov presented awards to distinguished road workers.
