Chairman of the Government of the Russian Federation Mikhail Mishustin signed a decree on amendments to the rules for the exchange of electronic transportation documents, which expand the functionality of the state information system of electronic transportation documents (GIS EPD). Now in the system, carriers (owners of vehicles) can voluntarily form a waybill, a chartering contract and an order (application).

The use of an electronic waybill helps to optimize business processes, make them more transparent, both within the company and when interacting with regulatory and supervisory authorities, as well as increase the level of safety on the road by eliminating the human factor and data verification. The transition to electronic document management in transport is primarily convenient, including through the rejection of paper documents.

Dmitry Bakanov, Deputy Minister of Transport of the Russian Federation: "The Ministry of Transport continues systematic work aimed at increasing the speed, transparency of paperwork for all market participants and transportation safety. The transition to an electronic waybill is another step in this direction. A digital document can be presented to a traffic police officer in the form of a QR code on the road anywhere, even where there is no coverage of communication networks. Starting from 2024, the Ministry of Transport of Russia, together with the Ministry of Finance and the Federal Tax Service, will work on introducing mandatory requirements for the use of electronic document management in transport. This will remove paper documents from the market."

The entry into force of amendments to the legislation concerns passenger and freight car carriers. The transition to electronic document management began on September 1, 2022, when it became possible for participants in the road freight transportation market to form an electronic bill of lading, an electronic accompanying statement and an electronic work order with their subsequent transfer to the state information system of electronic transportation documents (GIS EPD).

Deputy Head of the Federal Tax Service of Russia Alexander Egorichev: "In preparation for the transition to an electronic waybill, an electronic chartering contract and an electronic order (application), the Federal Tax Service of Russia approved the formats of the relevant documents. Our common approach – the transition to electronic document management – should help businesses free up time and resources to expand their core business, so electronic document management will contribute to the growth of the real sector of the economy and the economy of the country as a whole."

Market participants can work with GIS EPD through EPD IS operators accredited by the Ministry of Transport of Russia, their list is published on the Ministry's website.

Denis Bulkaev, General Director of one of the accredited IS EPD operators of Takskom LLC: "The waybill is considered an internal document of the organization and serves to account for the control of the operation of the vehicle and the driver. Implementation and implementation of internal electronic document management simplifies and systematizes the process. On average, the time for putting all the marks in the waybill is reduced by 30%. In addition to time costs, the costs associated with printing, transferring, storing documents are reduced. The development of GIS EPD and the massive transition of business to EDI will simultaneously make the processes more transparent and simplify regulation in the field of transportation."

He spoke about the advantages of switching to electronic document management Kirill Kalikin, Operating Director of the Monopoly Group of Companies: "The introduction of EPL is another step towards whitewashing the market, which, of course, is an incentive for the development of fair competition in the transport logistics market. Avoiding paper document management speeds up reporting and helps to calculate the cost part of the company more accurately. For our part, we can say that we are actively preparing for the introduction of functionality on the platform, which will provide the possibility of processing electronic documents."

From September 1, 2023, the norms of Federal Law No. 629-FZ of 12/29/2022 will come into force, allowing on a voluntary basis, when issuing an electronic waybill, to use the data of passing pre-trip and post-trip inspection of drivers using telemedicine technologies.

Maxim Vladimirov, Executive Director of MedPoint 24, which has been organizing automated examination services for Russian companies in all industries for more than five years, noted: "The adoption of a law officially authorizing remote medical examinations is an important driver for the digitalization of the transport industry, which is already changing the market. There has been an interest in conducting medical examinations in a remote format for a long time. Our experience shows that automation and digitalization of the pre-trip inspection service gives more objective indicators that cannot be distorted and can always be checked. In addition, the remote format significantly reduces time costs: on average, one examination on our software and hardware complexes takes 3-4 minutes, which is 3 times faster compared to the procedure of an in-person examination by a medic."
