The Ministry of Industry and Trade of the Russian Federation proposed to conduct an experiment on labeling certain types of radio electronics, gradually expanding the list of products subject to labeling.

The draft of the relevant government decree has been published on a single portal for posting draft laws.

The experiment on labeling certain types of electronic products was conducted from December 1, 2023 to August 31, 2026. The procedure for its implementation was approved by Government Decree No. 1993 dated 11/25/2023 (with amendments and additions).

Labeling rules have already been established for these electronic products, which provide for a phased transition of manufacturers, importers and sellers to mandatory labeling.

Now the Ministry of Industry and Trade has prepared a draft government decree that provides for an experiment on labeling for other types of electronic products from December 1, 2026 to May 31, 2028.

It is proposed to introduce labeling in relation to various types of radio electronics in several stages:

Stage I (from December 1, 2026 to September 30, 2027)

  • cash registers;
  • machines for sorting, counting or packaging coins;
  • ATMs;

Stage II (from December 1, 2026 to November 30, 2027)

  • calculating machines and calculators, computing machines containing in one package at least a central data processing unit and an input and output device, combined or not, including those supplied as systems;
  • data processing units;
  • input or output devices, whether or not containing storage devices in one housing (keyboards, mice, gamepads, joysticks, scanners, graphics tablets, light pens, touch panels, touchscreens, interactive tables and similar devices);
  • storage devices, computer devices, machines for handling mail;
  • disks, tapes, solid-state non-volatile data storage devices, "smart cards" and other media for recording sound or other phenomena, recorded or not recorded, including matrices and master disks for making disks;
  • video game consoles;

Stage III (from December 15, 2026 to November 30, 2027)

  • base stations, equipment for receiving, converting, and transmitting or restoring voice, images, or other data;
  • machines for receiving, converting, and transmitting or restoring voice, images, or other data, including switching devices and routers;
  • videophones, intercoms, portable receivers for receiving call signals or paging messages;
  • transmitting equipment for radio broadcasting or television;
  • remote control radio equipment;
  • reception equipment for radio broadcasting, combined or not combined in one housing with sound recording or sound reproducing equipment or clocks;
  • reception equipment for television communications, including or not including a broadcast radio receiver or equipment recording or reproducing sound or image;

Stage IV (from December 15, 2026 to January 31, 2028)

  • household dishwashers, washing machines, household or laundry machines, including machines equipped with a wringer;
  • vacuum cleaners, electromechanical household machines with built-in electric motor;
  • electric shavers, hair clippers and hair removal devices with built-in electric motor;
  • electric water heaters, flow-through or storage (capacitive) and electric heaters, submersible;
  • electrical space heating and ground heating equipment;
  • electrothermal devices for hair care or for drying hands;
  • electric irons, microwave ovens, electric stoves, electric cookers, electric boilers, grills and roasters;
  • household electric heating appliances;
  • refrigeration and freezer equipment and heat pumps;

Stage V (from December 15, 2026 to May 31, 2028)

  • fans, air conditioning units equipped with a fan with a motor and devices for changing air temperature and humidity, including air conditioners in which humidity cannot be regulated separately;
  • electrical signalling, security, or traffic control devices for railways, tramways, highways, inland waterways, parking facilities, ports, or airfields;
  • electrical machines and equipment with individual functions;
  • microscopes (except optical ones) and diffraction devices.

Manufacturers, importers and sellers of these products participate in the labeling experiment on a voluntary basis. Based on the results of the experiment, a decision will be made on the expediency of introducing mandatory labeling for the listed types of goods.

The Ministry also noted that the nomenclature of radio-electronic products provided for in the draft is planned to be included in the mechanism for collecting a technological fee, which applies to labeled products.
