The Russian government has granted state-owned companies the right to purchase technology from innovative companies without competition. This is reported on the website of the Ministry of Economic Development.
In accordance with the new directives approved by the Cabinet of Ministers, state-owned joint-stock companies can conclude contracts with technology companies as the sole supplier, bypassing competitive procedures.
State-owned companies will be able to use the right to purchase high-tech products from a single supplier, subject to a number of conditions. The main one is that the technology must be created or refined at the expense of the federal budget by order of the state—owned company itself, its subsidiaries or state corporations. In addition, information about the development should be included in the "Startup Showcase" (GIS subsystem "Economics").
