The Government of the Russian Federation has approved an experimental legal regime (EPR) in the field of digital and technological innovations for the operation of highly automated special airport equipment on airport territories. The experiment will last 3 years. This is reported on the website of the Ministry of Economic Development.

The experimental legal regime will operate in the transport security zones of 6 airports: Krasnodar (Pashkovsky), Krasnoyarsk, Moscow (Vnukovo), St. Petersburg (Pulkovo), Sochi (Adler) and Yuzhno-Sakhalinsk (Khomutovo). The participants of the experiment will be operators of the relevant airport infrastructure, as well as manufacturers of equipment — Cognitive Pilot JSC, St. Petersburg Tractor Plant JSC, KAMAZ PJSC and EvoCargo LLC.

Over the three years of the program's implementation, it is planned to work out at least 24 thousand hours and complete at least 96 thousand tasks.

According to the experimental program, the roles of the operator and the manufacturer are differentiated. The operator is responsible for training dispatchers and drivers, approving traffic regulations and emergency procedures, and operating equipment and dispatching systems. The manufacturer develops an operating manual, provides integration with airfield control systems, data transmission to ERA-GLONASS, and compliance assessment of the automated control system.
