The Government of the Russian Federation has approved the Rules for the formation and modification of the list of state institutions that are allowed to harvest wood in accordance with Part 6 of Article 29.1 of the Forest Code of the Russian Federation. This is reported on the website of the St. Petersburg Stock Exchange.

In accordance with the new rules, the procedure is being determined by which forestry enterprises can obtain the right to harvest wood in ripe and overgrown plantations. Previously, as part of forest conservation measures, forestry enterprises harvested wood mainly during sanitary logging or maintenance.

The rules form unified requirements for organizations applying for inclusion in the regional list. In particular, the forestry enterprise is obliged to confirm the right to participate in organized auctions (directly or through an agent), have the necessary human and technical resources to carry out work on harvesting and exporting timber, as well as fulfill obligations for payments for the use of forests.

The involvement of contractors in the performance of wood harvesting is not allowed: This type of activity is carried out by institutions independently.

The funds received from the sale of wood harvested during the logging of ripe and overgrown plantations are directed strictly to the development of the material and technical potential of the institution or to the implementation of a set of measures for the reproduction of forests.

The Rules also provide for a mechanism for exclusion from the regional list. In particular, an institution may be excluded from it in case of two or more violations of the obligation to sell harvested wood at organized auctions.
