The Ministry of Finance has added a list of risk indicators for conducting inspections of organizations and sole proprietors engaged in the production or turnover of alcoholic beverages.
The corresponding order No. 24n dated 03/11/2026 has been published on the Official Internet Portal of Legal Information.
Recall that the list of risk indicators for violating mandatory requirements in the implementation of control (supervision) in the field of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products was approved by Order of the Ministry of Finance dated 06/29/2023 No. 107n (with amendments and additions).
Now the Ministry of Finance has established that the risk indicator is the detection during the year following the year of grape harvest, exceeding by more than 0.1% the value of the mass (weight) of grapes used for the production of cognac distillates contained in the EGAIS over the value of the mass (weight) of harvested grapes contained in the harvest declarations for the year of harvest, in relation to each individual number of the grape plantation.
Also, an indicator of risk will be the availability in the USAIS of information about cognac distillate produced from grapes harvested from grape plantations, in the absence in the USAIS of information about grape harvest from grape plantations indicated in the passport of the plantation, or in respect of which information has been received about the actual absence of grape plantations indicated in the federal register.
According to the order, the new rules will come into force on April 21, 2026.
